Why FTX can’t pay creditors in Ukraine, and what to do

Short answer

Not through step 8 while you live in Ukraine: FTX's list as of October 1, 2026 says creditors resident in Ukraine cannot select BitGo, Kraken or Payoneer, and FTX gives no date for a change. You can wait and watch for an FTX update, or sell your claim, after which FTX pays the buyer. ClaimBao buys FTX claims from creditors in Ukraine and pays in USDT or USDC.

Many creditors in Ukraine are surprised: the country isn’t under sanctions, yet the FTX payout doesn’t arrive.

Where the payout stops

FTX pays only through BitGo, Kraken and Payoneer, and choosing one is step 8 of the claims portal. FTX’s support page lists Ukraine among the jurisdictions none of them serves right now.

Ukraine was also named in the FTX Recovery Trust’s July 2025 motion on potentially restricted countries. The motion drew objections and was withdrawn in November 2025, but the Trust kept the right to file it again.

What creditors in Ukraine should know

  • Ukraine has been blocked since before payouts began. In January 2025, a month before the first FTX distribution on February 18, 2025, press reports said creditors in Ukraine, Egypt, China, Russia and some other countries could not receive payouts through BitGo or Kraken.
  • Press reports on the FTX Recovery Trust's July 2025 motion on 49 'potentially restricted' jurisdictions named Ukraine, along with China, Russia, Pakistan and Saudi Arabia. The Trust withdrew the motion on November 3, 2025. The withdrawal was without prejudice, so the Trust can file it again.
  • Kraken's Global Terms of Service say users must not be located in or resident in any sanctioned or embargoed jurisdiction, and they name Crimea, Donetsk and Luhansk. US Executive Order 14065 of February 21, 2022 bans the export or supply of goods, services or technology from the US, or by US persons, to the so-called DNR and LNR regions of Ukraine.
  • Ukraine's Law 'On Virtual Assets' (No. 2074-IX) was adopted on February 17, 2022 and signed on March 16, 2022. It has not entered into force, because it starts only after changes to the Tax Code are adopted.
  • Those Tax Code changes are in bill No. 10225-d. Parliament passed it in first reading on September 3, 2025. In July 2026 it had still not passed second reading, and the head of the Rada's finance committee said he hoped for adoption in August. We found no report of final adoption by early October 2026. The draft proposes 18% personal income tax plus 5% military levy on crypto gains, with lower rates during a transition period.

The deadline

FTX says a creditor who doesn’t onboard with a payout provider within six months of the July 31, 2026 distribution may lose the right to their distributions. That window closes around January 31, 2027.

Two ways forward

  • Wait. FTX gives no date for a provider in Ukraine. If you can’t finish step 8 before the window closes (around January 31, 2027), you may lose the right to your payouts, so waiting can end with nothing.
  • Sell your claim. ClaimBao buys FTX claims from creditors in Ukraine who pass KYC and pays in USDT or USDC. You don’t need a provider in your country: after the transfer, FTX pays us.

Questions

Can I get my FTX payout if I live in Ukraine?

Not through the FTX claims portal for now. As of October 1, 2026, none of FTX’s payout providers (BitGo, Kraken, Payoneer) is available in Ukraine, so creditors there can’t complete step 8. The way to get money for the claim is to sell it: ClaimBao buys FTX claims from creditors in Ukraine and pays in USDT or USDC.

Who buys FTX claims from creditors in Ukraine?

ClaimBao (claimbao.com) buys FTX claims from creditors in Ukraine who pass KYC and pays in USDT or USDC. The transfer is registered with the US bankruptcy court, and after that FTX pays the buyer, so the seller doesn’t need a payout provider in Ukraine. Support is in English, Russian and Chinese.

How do I sell my FTX claim from Ukraine?

Send ClaimBao your FTX Customer Code and the claim amount through the form on claimbao.com, Telegram, WeChat or email, and you get an indicative price. Then come online KYC, a transfer agreement with the final price and payment date, and the notice of transfer in the US bankruptcy court. USDT or USDC reaches your wallet on the date in the agreement.

What happens to my FTX claim if I miss the step 8 deadline?

FTX says creditors who don’t onboard with a payout provider within six months of the July 31, 2026 distribution may lose their distributions. That window closes around January 31, 2027, and FTX hasn’t said when, or whether, a provider will appear for Ukraine. Selling the claim before then avoids that risk.

How much can I get for my FTX claim in Ukraine?

Less than the full claim amount, because the buyer takes on the waiting and the risks. ClaimBao prices a claim by its class and amount, how much FTX has already paid and how long the buyer will wait for payouts. The final price is written in the agreement before you sign, and asking for a price is free.

Is it safe to sell an FTX claim to ClaimBao?

The sale is a claim transfer registered with the US bankruptcy court (Rule 3001(e)), and you see the agreement and the court notice before you sign. ClaimBao never asks for passwords, 2FA codes, seed phrases or any prepayment; to pay you it only needs your wallet address.
